Invalidity and disability

Attendance allowance for minors (Indennità di frequenza)
On application, INPS grants a monthly allowance to minors with disabilities to support their inclusion at school and in society, until they come of age.
Civil invalidity pension
It is a monthly payment, paid over 13 months, for people whom the medical board recognises as 100% civilly invalid. It is due between ages 18 and 67 to Italian, EU and foreign citizens with a long-term residence permit whose annual income does not exceed the limit set by law. The amount and income limits are updated every year.
Monthly civil invalidity allowance
It is due to people with an invalidity between 74% and 99%, aged 18 to 67, whose income does not exceed the set limit. The amount and income limit are updated every year.
Attendance allowance (Indennità di accompagnamento)
It is granted to totally disabled people who cannot walk without the help of a companion or cannot carry out the activities of daily life. It does not depend on income.
Ordinary invalidity allowance
It is a benefit for workers whose working capacity is reduced to less than one third because of a physical or mental illness, with at least five years of contributions. It lasts three years and can be renewed on application with a new medical examination; after the second renewal it becomes permanent, subject to INPS checks. On reaching retirement age it turns into an old-age pension.
Incapacity pension
A benefit for workers who are absolutely and permanently unable to do any work, which takes into account all contributions paid into the different schemes.
Service-related pension (pensione privilegiata)
A payment for public employees who have become unfit for work because of an illness caused by their service, regardless of their years of service.
Special allowance for deaf and blind people
A payment for people officially recognised as deaf or blind, due on the basis of the impairment alone, regardless of age and income, even when living in a public institution. It cannot be combined with similar benefits granted for war invalidity.
Law 104/92
People with an illness or impairment can request both the assessment of civil invalidity and the recognition of handicap status, i.e. a difficulty in social and work inclusion. Law 104/92 allows you to obtain simple recognition of handicap or recognition of its severity under article 3, paragraph 3, which gives the right to paid leave, time off and other benefits for the person with a disability and for the family members who care for them.
