Inclusion allowance and Training and work support

The Reddito di cittadinanza (citizenship income) is no longer in force: since 2024 it has been replaced by two national measures, the Inclusion allowance (Assegno di inclusione, ADI) and the Training and work support (Supporto per la formazione e il lavoro, SFL). Both are requested from INPS, also with the help of a Patronato or a CAF such as CCL.

Inclusion allowance (ADI)

It is a measure against poverty and social exclusion, linked to a personalised inclusion pathway. It is aimed at households that include at least one person with a disability, a minor, a person aged 60 or over, or a person in a certified disadvantaged condition enrolled in a care programme of the social and health services.

Main requirements (indicative values, to be checked every year):

• citizenship and residence: Italian or EU citizenship (or family member with a right of residence), or a foreign national with an EU long-term residence permit, international protection or stateless status; residence in Italy for at least 5 years, the last 2 of them continuous;
• a valid ISEE of no more than 10,140 euros;
• household income below 6,500 euros a year, multiplied by the equivalence scale parameter (higher thresholds for older people and for those who rent);
• real estate, excluding the main home, of no more than 30,000 euros, and financial assets within the legal limits;
• no household member may own cars, motorbikes, ships or boats above the set limits, with exceptions for disability.

Amount and duration: the allowance tops up household income to the set threshold and, for those who rent, includes a rent contribution. It is exempt from IRPEF and paid on a prepaid card (Carta ADI). It lasts 18 months and can be renewed for 12 months at a time, after a one-month suspension.

Training and work support (SFL)

It is for people aged 18 to 59 in households with an ISEE up to 10,140 euros who are not entitled to the Inclusion allowance. It involves taking part in training, retraining and job guidance programmes, with a participation allowance of 500 euros a month, for the duration of the activity and up to 12 months (extendable if a course is still under way).

How to apply

• submit the application to INPS online (with SPID, CIE or CNS), or through a Patronato or a CAF;
• register on the SIISL platform and sign the Digital Activation Pact;
• meet the obligations: report any change in work, income, assets or household composition within the deadlines.
