The ISEE

ISEE

ISEE (Equivalent Economic Situation Indicator) measures a family’s economic situation and is needed to access subsidised social benefits: nursery, school canteen, university study grants, the single child allowance, bonuses, social and health care services and more. To obtain it you submit the DSU (Dichiarazione Sostitutiva Unica, single self-declaration).

How to fill in the DSU

The DSU collects information on the household in the Basic Form (Modello Base, MB) and on each member in the Member Sheets (Fogli Componente, FC). In most cases the MINI form is enough, made up of the first part of the Basic Form and the first part of the Member Sheet.

The MINI form is not enough, and the full version is needed, when:

  • you are applying for university study benefits;
  • the household includes people with disabilities or who are not self-sufficient;
  • there are children of parents who are not married and do not live together;
  • you are exempt from filing a tax return or your tax obligations are suspended.

The DSU is valid from the date it is submitted until 31 December of the same year, so it must be renewed every year.

Which ISEE you need

  • Ordinary ISEE: valid for most subsidised social benefits and reduced-rate public services, such as the social bonus on utility bills.
  • University ISEE (ISEEU): needed for university study benefits and calculated on the student’s reference household.
  • Social and health care ISEE: needed for social and health care services (for example home care) and lets you choose a smaller household made up only of the beneficiary, spouse and children.
  • Residential care ISEE: for admission to residential facilities (RSA and similar), it also takes into account the economic situation of children not living with the beneficiary.
  • ISEE for minors whose parents are not married and do not live together: it also considers the economic situation of the parent not living with them.
  • Current ISEE (ISEE corrente): requested when a member’s work or income situation changes significantly compared with the ordinary ISEE data.

University students

A student is considered independent if they have lived away from their family home for at least two years, in accommodation not owned by a family member, and have adequate income. If even one of these two conditions is missing, they belong to their parents’ household.
